the important use case is really the kernel package whose name changes
for each and every upload... so having hwpack-create pulling the
direct depends of the stable meta package name is all that is required
for the time being.

For all the other packages I tend to say that they need to be either
explicitly mentioned in the hwpack config or they should be assumed to
be in the heads image (if not it can be considered a bug somewhat).
