Is that the only difference?
The fact that these are just tarballs is a useful rescue for people
who want to try out linaro on an unsupported platform.
If inclusion of the .debs is the only change, that's broadly positive
since people can reproduce or customise the rootfs more easily if
those are captured in the download.
