No, it supports these instructions *in linux-user mode*.
You're trying to use QEMU in system mode, where A15 is
still not yet supported.

Working without LPAE and not-working with LPAE is completely the
expected behaviour.

Boot the kernel on an A15 ARM Fast Model or an A15 FPGA.
