upstream planning using Linaro process

A lot of  concerns were raised about how to plan for upstreaming work using
Linaro process while there is no guarantees for acceptance.

Deepak has setup  a  session   to address this issue and come up with a
reasonable solution to the problem.

In preparation, I have put together this google doc and shared it with all
in Linaro.

Please take a look at this document ahead of the session,  if you have a
proposal for a solution (or any other feedback) please let us know, so we
can add it to the discussion.

We are hoping a lot of engineers would provide feedback and attend the
session so we can come up with a conclusion.
