it isn't really about having a sysroot the toolchain can find. that already
works today for any target or multilib or isa or soft/hard float or arch or
<anything>. the issue is having an ldso in its canonical path for runtime
usage. i don't think anyone wants hardcoded tuple dirs in the root. some
people can't even handle /bin or /sbin or /lib, so i'm afraid this proposal
would cause them to implode ;).
