You mentioned 11.04 earlier which is Ubuntu Natty.  According to
packages.ubuntu.com, ia32-libs-multiarch first appeared in the next
release, Oneiric.

Where did ia32-libs-multiarch come from?

FYI, here's what I see on Natty:
