No we are not working on 2.3.x releases anymore (or 4.0.x or 4.1.x if it matters). Release builds corresponding to 2.3.x should have booted fine. We used to maintain a spreadsheet for Pandaboard results https://docs.google.com/a/linaro.org/spreadsheet/ccc?key=0AkxwyUNxNaAadHFPbmJFYUk5Z1FkTFZnNzJEOGE2M0E#gid=0. Going by this spreadsheet, it looks like you are looking for 11.11 Release Candidate or later, which you can get from here https://releases.linaro.org/11.11/android/leb-panda
