Considering TFTP is already supported via the ARM BDS menus, I'm thinking that a command can't be that hard to implement.  Although maybe I'm being overly optimistic here!

Google shows that many Intel platforms already have a TFTP command in their shell, so someone has certainly written one before, although I can't easily find any source for it.
