complaints about import errors which are always ignored by sphinx and
l-d-t.

l-d-t itself uses a static version:

lava-dispatcher and lava-server use the same:

The only place versiontools is used and where there is an import of
lava-server is in the manpage generation which l-d-t should not be
doing.
I've just upgraded playground using current l-d-t without errors. We've
also seen no problems with staging or with local upgrades. (The
documentation step is run on both upgrades and installs in the same
manner.)
The manpage change went in on the 8th.
