I am writing to inform you of a sensitive and urgent matter involving Lt. Gen. Gabriel Duop Lam, Deputy Chief of Staff of the unified army structures in South Sudan, affiliated with the SPLA-IO. On March 4, 2025, Lt. Gen. Lam was reportedly detained along with five of his bodyguards. Their current whereabouts remain unknown.
According to sources close to the family, Lt. Gen. Lam’s wife believes the detention was politically motivated. She alleges that the underlying cause relates to her husband's refusal to surrender approximately $140 million, purportedly acquired through diamond transactions in the Haute-Mbomou prefecture, located along the border with the Central African Republic.
Mrs. Lam has approached me seeking assistance in identifying a reliable individual or organization capable of receiving and managing these funds on behalf of herself and her children. She claims the money is secured in a private vault in Uganda, a neighboring country to South Sudan. Due to heightened security risks and concerns over surveillance, she is unable to access the vault personally and requires discreet support to retrieve and oversee the assets.
To incentivize cooperation, she has proposed a substantial arrangement: half of the total funds would be allocated between myself and any trusted partner or entity I designate to manage and invest the capital. The objective is to generate sustainable returns that would support her family’s long-term welfare.
Should you be interested in exploring this opportunity, I would be grateful if you could propose a preliminary framework for managing the funds. This would allow me to obtain the necessary details from Mrs. Lam and initiate a visit to the vault in Uganda to verify the existence and condition of the assets.
