In 16.09 there are two tz files. 

1.  tz.mbn

2.  tz-psci.mbn


Do we use tz-psci.mbn instead of tz.mbn for this release?

I have seen your message on forum, but I wasn't online until now .. a
couple of weeks ago we switch the kernel branch to using PSCI by
default. That change requires a few firmware (TZ firmware) that need
to be installed/flashed. It was announced in the 16.09 (Debian)
release notes:

I believe both issues above will be fixed once you flash the board
with the latest firmware release.
