I diffed my firmware release against 16.09. The only difference was tz-psci.mbn. I updated my flashall script to use tz-psci.mbn instead of tz.mbn.
All cores are coming up now.

yes. but please use the flashall script as per the user guide and
flash all firmware to avoid mixing firmware from different releases.
