Yes. AARCH64 is also not supported on 32-bit platforms, I use AARCH64-legacy from toolchains/ which are 32-bit binaries and replace them as AARCH64. That works for me.

Please use the same compiler version if possible: keep SRC_AARCH32_GCC
unchanged and set AARCH32_GCC_VERSION to
gcc-linaro-6.2.1-2016.11-i686_arm-linux-gnueabihf.tar.xz. That should be
enough.

What about the aarch64 compiler? (Try building qemu_v8.xml on your
32-bit host).
