That looks to be a toolchain from December of 2011! I suspect that might have been deleted and thus cleaned up. But!
I'm pretty sure this URL contains the exact same file/toolchain you are looking for.

It works fine for me by using wget:

In the morning I was getting "403 FORBIDDEN" using wget. But I tried now again and its working -
$ wget http://releases.linaro.org/14.06/ubuntu/boards/arndale/arndale-trusty_server... --2014-07-17 15:51:23-- http://releases.linaro.org/14.06/ubuntu/boards/arndale/arndale-trusty_server...
