I know this bug --> https://bugs.launchpad.net/linaro-android/+bug/1227665 doesn't have exactly the same symptoms as you describe, but it was my experience that on a fast model emulating a single CPU it was very difficult to get Android to be usable, could you try with an A15x2 model?

Any reason not to use a newer release? If for no other reason than the later releases have the boot animation disabled which makes boot times go a lot faster. (You may have disabled boot animation yourself?)
I also know for all vexpress-linaro-14.??-release's this year I have personally booted them OK on a A15x2 model. Though because they are rather slow and difficult to use I usually unlock the display by running the 'disablesuspend.sh' command from the Android console, as using the mouse to unlock the screen is extremely difficult.
