We had the "sdcard partition not mounting bug [1] on Android 4.3. We did create a 4.3 release build [2] but did not publish the same along with 4.2 on release page to avoid confusions of having 2 builds released for the cycle. The bug has been fixed and should be available in 13.09 release. As of now you can pick the daily build [3] for Vexpress with Android 4.3.

The release notes for 13.08 state that "Android Baselines updated to Android 4.3 for all the Engineering and Member builds". However, the vexpress tree is still based on 4.2.2_r1:
