Jon, I think I have solved issue. I replaced the motherboard USBMS contents with files from V5.0 VE DVD, and issue went away.

Jon, I tried to update my Vexpress TC2 to 13.10, but bootup seems to stuck at "Running boot script from flash BOOTSCRIPT". This is the first time I tried to switch to use UEFI with zImage. Yes, you will need the firmware from the version 5.0 CD to get things working. Note, don't be tempted to use the newer 5.2 CD, there is a bug between that and UEFI that we haven't got to the bottom of yet.
