About the Settings for panda-jb-gcc47-tilt-stable-blob on android-build

I have added the following two variables into the settings for panda-jb-gcc47-tilt-stable-blob on android-build, so if you change the settings for panda-jb-gcc47-tilt-stable-blob in the future, please keep the following two lines there.

LAVA_ANDROID_BINARIES=True TARGET_BUILD_VARIANT=tests

Here LAVA_ANDROID_BINARIES is used to set if we need to install the hardware binaries that google provided. and TARGET_BUILD_VARIANT is used to build all the test applications for blackbox.
