making linux-linaro accessible for release tewm

Hi Andrey,

we realized that we are not technically adept/trained enough in release team to understand how to put a patch into linux-linaro.

Fixing this is very important.

I see a few things:

1. make it super easy to get the current manifest 2. make it super easy to add a new topic to the manifest 3. make it super easy to refold linux-linaro with changes 4. understand how the defconfig config fragment stuff is handled.

What is missing to get there?
