From the functionality point of view this series might be split into the

- Make MMCONFIG code arch-agnostic which allows all architectures to collect PCI config regions and used when necessary.

Based on the patchset and add the Hip05 ACPI specific quirks. Tested on the HiSilicon ARM64 D02 board. I made a test based on Intel 82599 networking card,it can work ok. this is the bootup log which contains PCIe host and Intel 82599 networking card part.
