Also I'll try to verify if we still need this Android commit df99953c42c6 ("cpuidle: governor: menu: don't use loadavg").
I see loadavg is still in Linux 4.0, so if for whatever reason the Android guys think it's a bad idea, that though hasn't made it's way upstream in the intervening years.
