A lot of the failures in the ARM allmodconfig were because I used a free standing compiler which didn't define __linux__ by default. Since the default in the kernel appears to be for architectures to rely on the compiler doing this (a few do put it in but not many) I'll change my setup so we avoid those issues; it definitely seems like a separate project to getting all*config working.
