There was a discussion on private-armv8@linaro.org and Anton was cc'ed, agreeing with the idea of reset code going into drivers/power (also in light of this - https://lkml.org/lkml/2012/7/30/423).
At the LCE I just restated this when discussing about code sharing with arch/arm (in the context of vexpress where most code apart from reset.c is already under drivers/).
