Backport fix from IOMMU regression introduced in 6.10

This bug report was raised on an IOMMU regression found recently: https://bugzilla.kernel.org/show_bug.cgi?id=219499

This has been fixed by the following commit in v6.14-rc3:

commit ef75966abf95 ("iommu/amd: Expicitly enable CNTRL.EPHEn bit in resume path")

I confirmed it backports cleanly to the LTS 6.12.y kernel. Can we please have it backported there and to 6.13.y?
