But now I have a little confusion here, the commit says that it fixes 32d7b19bad96 which was added in v4.16. So, is it needed in 4.14.y?

Although it will apply to 4.14.y I don't believe it's needed there. This problem was related to the split to multiple modules for dell-smbios which happened later.
