net: mvpp2: do not disable GMAC padding

The filename of the patch is: net-mvpp2-do-not-disable-gmac-padding.patch and it can be found in the queue-4.14 subdirectory.
If you, or anyone else, feels it should not be added to the stable tree, please let stable@vger.kernel.org know about it.

Short fragmented packets may never be sent by the hardware when padding is disabled. This patch stop modifying the GMAC padding bits, to leave them to their reset value (disabled).
