We intend to retire obs.linaro.org soon (end of June or earlier if possible) since the server is no longer being actively maintained or updated.
If you are still using OBS for anything, it's suggested that you look into migrating the project to use https://build.opensuse.org/ instead.
There are still a few jobs that are running and using obs.l.o that we plan to disable and eventually delete unless they are claimed by someone:
96boards-hikey-linux - builds reference package, last run in Aug 22, 2019 build-kvmtool - still running, but currently failing due to upstream repo no long existing ldcg-bigdata-apache-drill - uses the ERP apt repos from obs.l.o
If any of these belong to you or we need to make alternate arrangements for your project once OBS is retired, please get in contact with me.

fwiw.. after struggling a bit, and going back and forth between different options, I've decided to use, at least for now, the main OBS instance at https://build.opensuse.org/. I"ve been able to use it like we used the Linaro instance in the past, and I intend to use it for now, until we have a better alternative. We again need to support Debian users, and having our own packages archives is very handy.
I've managed to use the archive from opensuse.org with FAI as well, so I think I am ok for now.
I've requested a 'linaro' project on opensuse.org, and they've accepted, so we have https://build.opensuse.org/project/show/isv:linaro now. I am happy to add someone as admin as needed there.
I think I will use a specific qcomlt sub project to host our packages.

Funny you should mention this, as I'm copying the existing repos off the server to make them available on releases.l.o at the moment. The plan is to redirect obs.l.o to https://releases.l.o/obs/ so that any existing urls or documentation will continue to work, but it's effectively read-only now.
I had been messing around with a gitlab project to use `dpkg-buildpackage` to make the deb a few weeks ago, but didn't have much success. I think using OpenSuSE's OBS is probably the best way to go as it's kept up to date and I believe has more build platform options.
I've created a 'kspoon-linaro' account there, and will probably also create a 'linaro-systems' generic account.

Yeah.. adopting a debian/salsa/gitlab like approach would be nice.. but it means restarting everything from scratch. i don't think there is enough traction in Linaro to invest in that right now.

I ended up creating isv:linaro:sid as a replacement for the linaro-sid-overlay we had in our OBS instance. and I imported this morning an initial set of packages. I think just enough so that I can build our FAI developer images.

That is amazing we have access to OBS from opensuse. We have some work internally in LKFT where we want to start build LTP so this might come in really handy.
I assume you didn't end up wanting to use the salsa Ndec? Is that because you already have buy in with OBS, (e.g. if you were doing it from the start you might think salsa) or are there other reasons?
Although, cannot complain about having free amd64/arm workers!

Salsa would probably makes sense, especially with our increasing use of gitlab (gitlab.com or codelinaro.org). So if there is an integration with Salsa/Gitlab which works easily, then I would be ok to use it. But I don't think we have something which can be used easily, and did not want to invest in that now. Especially because we've been using OBS since 2015 and it just worked. We need to build packages, but also publish them, so we would need something in place to maintain a repo!
Although, cannot complain about having free amd64/arm workers!
To be honest, I wouldn't mind us paying them if/when needed. I don't know what their exact policy is with regards to 'free usage', but it wouldn't be totally insane if we needed to pay a fee.
