AFAICT the outcome of the discussion I triggered on the subject recently was that a folder like drivers/scm will be acceptable.
However that should be managed is another question. I guess the ARM SoC maintainers could take that as the lesser of two evils (the worse alternative is keeping it under arch/arm/*)
