Yes, the entire build fails because of Perf. We don't have the granularity to report if it's the kernel, DTB, module, or kernel tool (Perf, cpupower) at the moment, but we are working on our reporting tool, so we'll get there.
We're also looking at linux-next and mainline, hoping Perf will be fixed there soon.
