Considering TFTP is already supported via the ARM BDS menus, I'm
thinking that a command can't be that hard to implement. Although maybe I'm being overly optimistic here!
The EBL (edk2 Boot Loader) supports TFTP from the command line as a volume name.
The TFTP is implemented in this library, and it should be a good example of how to create a command (you might be able to just link the library and make the calls).

Google shows that many Intel platforms already have a TFTP command in
their shell, so someone has certainly written one before, although I can't easily find any source for it.
