[Linaro-uefi] [Linaro-uefi v1 4/4] Hisilicon/D05: slow down I2C speed

This patch resolves this issue: https://bugs.linaro.org/show_bug.cgi?id=3061

Slow down the I2C speed of the D05 board before EC version. Because of the hardware problem the I2C speed can not be set too high or there may hanging issue happend.
