Actually, I got OBS to do it for me:

So I now (finally, after a lot of grubbing around trying to get a proper boostrap [bad suse, no debootstrap]) have a bootable UEFI bios image and a local build container using qemu-aarch64.
What I'm building locally works just fine; obs is being prissy about something in the objects which I have to track down further.
OK, I found and fixed the OBS build so the efitools package now contains efi binaries that work for me in the virtual machine, if you'd like to check them on real hardware, that would be great.
