Most likely, you are not building UEFI into a FIP any more. Upstream code for FVP models changed, so now you build and run in a different way altogether.

The above binary boots, while a binary built with the "fvp minimal" target does not. The "fvp minimal" target produces a binary that is the same size, but I don't know if it is really what I should be using.
