I haven't tracked the development of FastBoot, but it was my impression that the work was never completed. As far as I know, it wasn't submitted to the Linaro tree.

ARM Ltd has been working on a UEFI implementation of Android FastBoot. We are planning to publish this implementation in the next 10 days. We publish the code either through Tianocore SVN or by sending patches on mailing-list.
