OK. Done (1) and am now running health check. Looks to be ok (i.e. it doesn't get stuck in u-boot) although something went wrong with apt update during first boot, and I had to do a "dpkg --configure -a" to ensure first boot completed properly.

panda-es01 is failing health jobs because uboot seems to have died (it just starts again and again never getting to the prompt). I guess we should try in order:
- reflashing the card
- trying a new card
- replacing the board itself
