The clk_alpha_pll_stromer_set_rate() function writes inproper
values into the ALPHA_VAL{,_U} registers which results in wrong
clock rates when the alpha value is used.
The broken behaviour can be seen on IPQ5018 for example, when
dynamic scaling sets the CPU frequency to 800000 KHz. In this
case the CPU cores are running only at 792031 KHz:

This happens because the function ignores the fact that the alpha
value calculated by the alpha_pll_round_rate() function is only
32 bits wide which must be extended to 40 bits if it is used on
a hardware which supports 40 bits wide values.
Extend the clk_alpha_pll_stromer_set_rate() function to convert
the alpha value to 40 bits before wrinting that into the registers
in order to ensure that the hardware really uses the requested rate.
After the change the CPU frequency is correct:

Booting v6.8 results in a hang on various IPQ5018 based boards.
Investigating the problem showed that the hang happens when the
clk_alpha_pll_stromer_plus_set_rate() function tries to write
into the PLL_MODE register of the APSS PLL.
Checking the downstream code revealed that it uses [1] stromer
specific operations for IPQ5018, whereas in the current code
the stromer plus specific operations are used.
The ops in the 'ipq_pll_stromer_plus' clock definition can't be
changed since that is needed for IPQ5332, so add a new alpha pll
clock declaration which uses the correct stromer ops and use this
new clock for IPQ5018 to avoid the boot failure.
Also, change pll_type in 'ipq5018_pll_data' to
CLK_ALPHA_PLL_TYPE_STROMER to better reflect that it is a Stromer
PLL and change the apss_ipq_pll_probe() function accordingly.

The deadlock can easily be reproduced on machines like the Lenovo ThinkPad
X13s by adding a delay to increase the race window during asynchronous
probe where another thread can take a write lock.
Add a new pci_set_power_state_locked() and associated helper functions that
can be called with the PCI bus semaphore held to avoid taking the read lock
twice.

The deadlock can easily be reproduced on machines like the Lenovo ThinkPad
X13s by adding a delay to increase the race window during asynchronous
probe where another thread can take a write lock.
Add a new pci_set_power_state_locked() and associated helper functions that
can be called with the PCI bus semaphore held to avoid taking the read lock
twice.

MIPS appears to define a RST symbol at a high level, which clashes
with some register naming in the driver. Since there is currently
no case for running this driver on MIPS devices simply cut off the
build of this driver on MIPS.

With CONFIG_FTRACE_MCOUNT_USE_PATCHABLE_FUNCTION_ENTRY=y and
CONFIG_KASAN=y, compiler emits nops in functions that it generates for
registering and unregistering global variables (unlike with -pg and
-mprofile-kernel where calls to _mcount() are not generated in those
functions). Those functions then end up in INIT_TEXT and EXIT_TEXT
respectively. We don't expect to see any profiled functions in
EXIT_TEXT, so ftrace_init_nop() assumes that all addresses that aren't
in the core kernel text belongs to a module. Since these functions do
not match that criteria, we see the above bug.
Address this by having ftrace ignore all locations in the text exit

This happens because igb_shutdown has not yet freed up allocated irqs and
free_msi_irqs finds irq_has_action true for involved msi irqs here and this
condition triggers BUG_ON.
Freeing irqs before proceeding further in igb_clear_interrupt_scheme,
fixes this problem.

This issue does not happen in v5.17 or later kernel versions because
'commit 9fb9eb4b59ac ("PCI/MSI: Let core code free MSI descriptors")',
explicitly frees up MSI based irqs and hence indirectly fixes this issue
as well. Also this is why I have mentioned this commit as equivalent
upstream commit. But this upstream change itself is dependent on a bunch
of changes starting from 'commit 288c81ce4be7 ("PCI/MSI: Move code into a
separate directory")', which refactored msi driver into multiple parts.
So another way of fixing this issue would be to backport these patches and
get this issue implictly fixed.
Kindly let me know if my current patch is not acceptable and in that case
will it be fine if I backport the above mentioned msi driver refactoring
patches to LST.

Nick Bowler reported that sparc64 failed to bring all his CPU's online,
and that turned out to be an easy fix.
The sparc64 build was rather noisy with a lot of warnings which had
irritated me enough to go ahead and fix them.
With this set of patches my arch/sparc/ is almost warning free for
all{no,yes,mod}config + defconfig builds.
There is one warning about "clone3 not implemented", which I have ignored.
The warning fixes hides the fact that sparc64 is not yet y2038 prepared,
and it would be preferable if someone knowledgeable would fix this
poperly.
All fixes looks like 6.9 material to me.

Each RPMh VRM accelerator resource has 3 or 4 contiguous 4-byte aligned
addresses associated with it. These control voltage, enable state, mode,
and in legacy targets, voltage headroom. The current in-flight request
checking logic looks for exact address matches. Requests for different
addresses of the same RPMh resource as thus not detected as in-flight.
Add new cmd-db API cmd_db_match_resource_addr() to enhance the in-flight
request check for VRM requests by ignoring the address offset.
This ensures that only one request is allowed to be in-flight for a given
VRM resource. This is needed to avoid scenarios where request commands are
carried out by RPMh hardware out-of-order leading to LDO regulator
over-current protection triggering.
