The patch adds RCU no-callback isolation mode dynamically to isolated CPUs within isolated partitions when the full CPU isolation mode is enabled. This isolation feature will only be available for use by cpuset if the "rcu_nocb" boot command line option is specified in the kernel command line with or without the optional CPU list argument.
