Again, consistent naming here would have riscv_isa_set... And it's not setting a vendor, can you pick a name that matches the action that the function is actually taking please? riscv_isa_set_vendor_bitmask() or w/e.
Also, you've added Kconfig options for the different vendors but this code is unconditionally compiled. Do we need to have a hidden Kconfig option that all of the vendor options select that gets all of this new code culled when none of them are enabled? Could just be as simple as if (!IS_ENABLED(CONFIG_FOO)) return; in these functions in cpufeature.c?
