This allows exporting NETTEST_CLIENT_TIMEOUT=0.1 and running all of fcnal-test.sh quickly.
The command takes command line arguments; no need to make 2 special environment variables.
A reduced server timeout is less useful, most tests would work fine with an infinite timeout because nettest is launched in the background and killed explicitly.
The server timeout was only for cleanup (the tests have a very long history); given the kill on processes launched the server could just wait forever.
