Add netlink ethtool messages: - ETHTOOL_MSG_RCLK_GET - ETHTOOL_MSG_RCLK_SET Required for controling basic SyncE functionality - configuration of recovered reference clocks from PHY port on netdevice supporting SyncE.
- ETHTOOL_MSG_RCLK_GET - will read the current state if pin index is given or will return allowed range if it's not
- ETHTOOL_MSG_RCLK_SET - will configure given recovered clock pin to output recovered clock
