timers tests defines CLOCKIDs locally. Remove all local CLOCKIDs except CLOCK_HWSPECIFIC and use defines from time.h header file.
CLOCK_HWSPECIFIC and CLOCK_SGI_CYCLE are the same and CLOCK_SGI_CYCLE is deprecated,
