Your LLVM Buidbot / Buildkite machines need to update their cmake version

Hello TCWG,

LLVM is preparing to bump the minimum cmake version - https://github.com/llvm/llvm-project/pull/223854 to 3.31.

Please could you update the version in your bot image(s)? On the PR Mehdi is asking about buildkite libcxx, but if you update the cmake version for the buildbot images, it will apply to buildkite and buildbot so you will be ready for when the PR lands.

I don't know if there is any upper limit on the version, but if you're building it from source anyway I'd match 3.31 exactly and save yourself some hassle.
