Is that a directory or a single file? I'd hope it's a directory containing files named ${soc}-${board}.dtb, so that I can move my installed disk image between multiple machines.

Yes, it's a directory with filenames provided by the kernel sources. Generally it's $soc-$board.dtb, but not always.
