My understanding is that they're an implementation of the UUID RFC, so there is no registry.

The Device Path is applicable across all architectures. There's nothing ARM specific.
As far as I know there's no registry of GUIDs. When GUIDs are used in Device Paths they are vendor specific and outside the remit of the UEFI specification. Perhaps some individual vendors maintain their own GUID registry?
