I think this is worth sketching out. Who could actually sit down and write a good description (even if without AC) so I can share the topic.
Note that there's already an API from Intel which people are relatively happy with, it mostly just needs some fettling for kernel integration - after that it's just a realtively straightforward integration question, more or less.
