By recent I mean say anything since 11.07? Reason for asking is I'm seeing basically a very very small number of samples being recorded...  as in there's no way this is right.

depending on the kernel config, oprofile might just try to use the h/w counter by default and it does not work. try adding "oprofile.timer=1" in the bootargs. that should work better
