I think there's an env var to disable the auto-update of repo; we could set it in our instructions or in build wrappers, and/or we could patch repo to update itself from linaro.org instead.
There's switch telling where to update from, it is set to the right value on Android Build. There's actually even switch which disables auto-update (or one which you'd think does that), but it doesn't work, surprise (typical surprise with all those repo/gerrit tools though).
