By the same reason we don't fork entire Android itself and fixing it to work "right"? ;-) "repo" is kind of foundation of Android development, axiom or something. It's like saying that someone can't do kernel development because git is broken, so one must stop, fix git in incompatible way and then distribute one's tree requiring that git version. Hardly would work. Productive way is: 1) adjust to existing set of axioms; 2) slowly push for them to be changed if adjusting caused continued everyday pain.
