I think you may have miscalculated. Isn't the merge window 2 weeks long? In which case, as 3.9 was released this past Monday, we shouldn't expect -rc1 until May 13th and -rc3 will be in June.
Yes, the merge window is about two weeks long. Approximately, depending on what Linus feels like.
