As we have people working all around the world, would be good to have a common UTC time for the releases, so the platform can coordinate the integration with the component releases.
The common UTC time is 16:00 UTC. It applies to components release, RC and final release. It has been mentioned several time but is missing on the official process. I'm going to fix that.
